How to get custody of my granddaughter?

My daughter is going to jail for id theft and the father is a drug addict. My2yr old granddaughter spends the majority of her time with her dad. They have joint custody and live in oregon. I live in seymour indiana and married and would like to get custody of my granddaughter so she doesn't have to be put in the middle of them and their issues. My daughter has a history of theft and has been charged with shoplifting and identity theft. To my knowledge the father hasn't been charged, but he was using drugs the whole time they were together and also has alcohol issues. The cops have been called many times and my daughter has told me that his dad is a registered offender and lives in the same complex as the dad and has left their daughter alone with him. I feel this is a very bad situation for my granddaughter. What do I need to do to get custody
